Incentive Conditions

Areas of Intervention

Encouraging locally based national production for the expansion and modernization of production by micro and small enterprises.

Location

Mainland Portugal.

Financing Rate

Between 30% and 60% non-refundable.

Elegible Entities

Micro or small enterprises included in all economic activities are eligible for PAPN funding, with each call for proposals defining the eligible Economic Activity Codes, with the exception of those that are part of:
- The fishing and aquaculture sector;
- The primary agricultural production and forestry sector;
- The processing and marketing of agricultural products and the processing and marketing of forestry products sector;
- The projects for diversification of activities in agricultural holdings;
- The projects concerning finance and insurance, lotteries and other betting games and projects arising from obligations foreseen in concession contracts with the State.

Elegible Cost

Costs for the purchase of machinery, equipment, respective installation and transport;
Acquisition costs of computer equipment, including the software necessary for its operation;
Standard software or software specifically developed for the company’s activity;
Design and registration costs associated with the creation of new brands or collections;
Initial costs associated with the hosting of applications, initial subscription to electronic platforms, initial subscription of applications under “software as a service” schemes, creation and initial publication of new electronic content, as well as the inclusion or indexing in directories or search engines;
Rolling stock directly related to the exercise of the activity, up to a limit of 40 thousand Euros;
Studies, diagnostics, audits, marketing plans, up to a limit of 5 thousand euros;
Technological/digital services, quality and certification system, up to a maximum eligible limit of 50 thousand euros;
Renovation or adaptation works, up to the limit of 60% of the total eligible investment, provided they are contracted to third parties not related to the buyer beneficiary of the support.
