Incentive Conditions

Areas of Intervention

Increasing investigation and development intensity in companies and its economic value;
Increasing cooperative projects and activities of companies with the other entities in the investigation and development system;
Developing new products and services, especially in activities of greater technological and knowledge intensity;
Reinforcing actions for the economic value of successful investigation and development projects;
Increase national presence in international investigation and development programmes and initiatives.

Location

Mainland Portugal.

Financing Rate

Base rate: 25%;
Surcharges:
- Industrial Research Projects: 80%;
- Experimental Development Projects: 60%.

Elegible Entities

Any company of any nature and in any legal form is eligible;

Elegible Cost

Expenses related to the beneficiary’s technical staff dedicated to R&D activities, including grant holders hired by the beneficiary with a grant fully supported by the latter;
Acquisition of patents from external sources or licensed by them, at market prices, and that translate into their effective endogenization by the beneficiary;
Raw materials, consumables and components necessary for the construction of pilot or experimental and/or demonstration facilities and for the construction of prototypes;
Acquisition of services to third parties, including technical and scientific assistance and consultancy, as well as costs arising from the use of electronic platforms for open innovation and “crowdsourcing”;
Acquisition of scientific and technical instruments and equipment, to the extent used in the project and during its implementation;
Purchasing of specific software for the project, to the extent used in the project, and during its implementation;
Expenses related to the promotion and dissemination of the results of product or process innovation projects with commercial application to the end-user sector or target enterprises, including the registration and renting of spaces abroad, excluding current expenses and/or expenses for commercial purposes;
Trips and stays abroad directly imputable to the project and demonstrably necessary for its implementation, excluding trips for contacts and other commercial purposes;
Expenses related to the certification process of the certified research, development and innovation management system according to NP 4457:2007, namely consultancy fees, training and preparation of the process with the certifying entity;
Expenses related to the intervention of a technical-scientific auditor;
Costs related to the intervention of chartered accountants or certified public accountants, in the validation of expenses of payment requests up to the limit of 5.000 euros per project;
Contributions in kind, under conditions to be defined;
Indirect costs, calculated on the basis of simplified costs, based, as a rule, on the application of a maximum rate of 25% of direct eligible costs.
